As resistance grows to the clearest postwar marker of new black equality - the extension of the franchise to black men - the editor of the Walla Walla Statesman and other Democrats see the opportunity for the party's rejuvenation as a national force. Their argument claims that the Republican Party is a one-trick pony, and that - having restored the union and abolished slavery, the Republican Party can disperse. The Democrats argue that they represent longstanding principles of constitutional democracy. The degree to which race would figure in reconstruction offered a tremendous opportunity to Democrats, in Washington Territory as well as throughout the nation.

As postwar reconstruction is underway, the editor of the Walla Walla Statesman styles the "irrepressible conflict" of the war as continuing, and concerning the position of those he'd call Republican radicals. The New York correspondent of the San Francisco Daily Evening Bulletin sets out the position of Sumner and Phillips - that black male suffrage is an essential to the "reconstruction" of each southern state, formerly in rebellion. They vowed to "oppose every step of reconstruction that did not place the negro upon an absolute equality...with the white man." The states resist this - this article particularly deals with North Carolina. The Statesman editor argues that the right of suffrage is a states' rights issue, and not a federal one. Resistance to black suffrage was compelling to many if not most territorial settlers.

However, the Republican Washington Standard is just now taking up the divisive, explosive issue of black suffrage. The Statesman editor considers this an intentional suppression of the problem until after the elections. A letter writer in the Pacific Tribune advocates black suffrage, but the Standard's editorialist considers female and Chinese suffrage to be more appropriate than black. The majority voice in Washington Territory, across political parties, seems to oppose black male suffrage.

These three or four dozen men had come from a variety of towns in California, and some had been held in prison at Alcatraz. Some of them are termed "secessionists."
