The "prominent citizen" - termed a copperhead by the Washington Statesman - believed a rumor that the polls for the upcoming presidential election would be under some sort of military guard, and that the vote would be restricted. McDowell assures his readers that this is not sure. Nevertheless, it is presumed that the "prominent" San Franciscan is under military arrest.
Abstract
The Washington Statesman reprints with comment an order issues by General [Irvin] McDowell, in command of the Department of the Pacific, reporting the arrest of a "prominent citizen" in San Francisco, to foment an armed insurrection.
