He's b-a-c-k! Since he was removed from office previously for his "intemperate habits", the ever-tenacious Turney has stubbornly refused to give up his office. The allusion to "Ancient Pistol and Justice Shallow" is referring to the characters from Shakespeare's Henry IV who also were former best friends. When Pistol says "A foutra for thine office", it apparently means "Our boy is in office now. Your position is worthless".

Abstract

Former Secretary of the Territory L.J. Turney was ordered by the government to turn over his office to his successor Elwood Evans. His former friendship with Governor Pickering apparently is no more.
